In 1890, the residents of Honolulu petitioned the Kingdom of Hawaii for a carriage road to the top of Tantalus. The mountainous terrain required switchbacks, hairpin turns, and routes along the ridge. The scenic values of the road were recognized when the government reserved sections along the roadway.
